Mobs in Mission Areas?

Okay, can Anyone please tell me since when could mobs do this below?
I jsut jsut chased up a lift, into a mission area, out the area, up the lift and onto the roof. What the hell is going on?!

I came accross this when Misioning with Dangerous3091, she was chased into the mision zone which i took to be a weird one off (was also in international zone). Looks to be more serious I guess all lower levels missioning should be aware, they might be dragging trouble behind them and should not leap into a mission area till they are sure they have lost their pursuers etc......in some ways it does add a sense of realism to things though tbh always seemed lame to me how they were too dumb to press the lift button lol.

And yeah, that happened me a while back in Creston. Ran into the hideout being pursued by some Watcher Partisans, went down the elevator, they followed, the Bloodboys saw me and ran after me, so I went back up the elevator and back outside with about 15 enemies; Bloodboys and Watchers in hot pursuit! Didn't last too long either :(
